Repairs on the well, not on the pump
Well repair is the work that happens below the pump: the casing, the screen, the liner and the bore itself. It is the part of the trade most companies skip past on the way to selling a new well, and it is often the cheaper answer.
The common jobs are a screen that has let sand through and needs redevelopment or a liner, a casing that has corroded at the water line and needs a sleeve, a well that has silted at the bottom and needs bailing, and a shallow well that can be deepened rather than replaced because the formation below it is sound.

Modification is permitted work
Deepening, lining or otherwise changing the construction of a well is a modification under Chapter 62-532, Florida Administrative Code, and it needs a permit from the same office that would issue a construction permit. Pulling and resetting the pump does not. That line matters, because an unpermitted deepening shows up the next time the property changes hands.

Why is the water suddenly sandy?
Either the water level has dropped to the pump intake, the screen has failed, or the drop pipe has cracked and is pulling from the wrong depth. The first is a pump-setting problem, the second is well repair, the third is a pull and replace.
Can a shallow well be made deeper?
Often, if the casing is sound and the bore is large enough to work in. Where it is not, a new well is drilled and the shallow one is abandoned.
Does well repair need a permit?
Modifying the construction of the well does. Replacing the pump, switch or tank does not.
